ICOA has four main objectives:

 * One, the promotion of the Imperial Courier as THE ultimate personal spacecraft.
 * Two, the creation of a network of "Courier-friendly" safe havens where ICOA members will resupply, repair, refit, update (to) the latest gossip, hear about new business oportunities or just relax and enjoy a glass of Brown. For free, of course.
 * Three, the support and helping of ICOA members in need. This includes search and rescue, financial support, firepower support and legal counsel. For free, of course.
 * Four, the preparation of kick-ass parties to celebrate when one of our members gets ELITE or just 'coz we feel like celebrating.

 ICOA will use every means at its disposal to the full extent permissible by law (and beyond it, if we feel we should) to pursue these objectives. ICOA believes in law and order and will ALWAYS first try to enlist the help of local authorities (where it's possible) to help solve the problem, before resorting to nasty, "in-house" methods. ICOA is not a harbour for criminals and offenders. ICOA is a non-profit, unaligned organisation registered in the Liaququ independent system. Headquarters are at New Cousens starport.
